Cream together butter and sugar. Add vanilla extract, egg, and milk until well incorporated and creamy.
In a large mixing bowl, combine together flour, salt, baking powder, baking soda, basil and lemon zest. Slowly, mix in creamy butter-sugar mixture until incorporated. Refrigerate for 1 hour.
Preheat oven to 350F and line baking pan with parchment paper. Scoop about a tablespoon of chilled cookie dough onto baking pan, spacing them at least 1″ apart.
Bake for 12-14 minutes or until the edges are almost golden brown.
